It is usually offered as a gift without the eyes/pupils drawn. When you decide to make a wish, you draw one eye on it. When the wish is granted, then you draw the other eye.
The teru teru bozu is a hanged doll who wishes it wouldn’t rain anymore. The good weather plays a lot on the mood of a being. The original story of this doll is a bonze who had promised to bring back the good weather, following its failure he has been hanged.
